Chinese Communist Party 20th National Congress Opens in Beijing, Xi Jinping Reports to Congress on Behalf of the 19th Central Committee


10.16 Xinhua published a summary of Xi Jinping’s report to the 20th Party Congress, delivered as a speech entitled “Raise the Great Banner of Socialism With Chinese Characteristics High, Unite and Struggle to Comprehensively Build a Modern Socialist Country.” Xi’s report included fifteen topic-based sections: 1. “Work over the past five years and the great changes of the ‘new era’ decade”; 2. The modernization and sinification of Marxism; 3. The CCP’s mission and tasks in the new era; 4. The “new development pattern” (新发展格局) and high-quality development; 5. National technology, education, and talent strategies; 6. “Whole-process people’s democracy” (全过程人民民主) and “the people being masters of their own affairs (当家作主)”; 7. Rule of law; 8. Cultural confidence and socialist culture; 9. The people’s wellbeing and quality of life; 10. Green development and environmental issues; 11. National security and social stability; 12. Military modernization; 13. “One country, two systems” and “national reunification”; 14. World peace, development, and the “community of shared future for all humankind” (人类命运共同体); and 15. Party governance and construction. Xi stated that over the past five years since the previous Party Congress, the Central Committee had issued strategic deployments and led the country through a “severe and complex” international situation and various risks and challenges, among other accomplishments. He similarly praised the “historic accomplishments” of the last ten years comprising the “new era,” citing examples of milestones, ideological developments, and successful strategies and policies, such as establishing a “moderately prosperous society” and advancing “major country diplomacy with Chinese characteristics.” Xi stated that the Party’s central tasks were now to lead the people to “comprehensively build a modern, socialist, strong country (社会主义现代化强国),” realize the Second Centenary Goal, and advance national rejuvenation through “Chinese-style modernization” (中国式现代化). This requires adherence to the Party’s leadership, the “road of socialism with Chinese characteristics,” people-centered development, reform and opening, and the “spirit of struggle” (斗争精神). In his report, Xi stressed adherence to and deepening the implementation of existing policies and principles, such as the “new development concept” (新发展理念) and a reform-oriented socialist market economy, national strategies on technology and talent, “socialist political development with Chinese characteristics,” rule of law and a Constitution-centric legal system, socialist values and culture, a “holistic approach to national security” (总体国家安全观), and so on. Xi stressed the importance of the “one country, two systems” (一国两制) model and “patriotic” governance in Hong Kong and Macau. Regarding Taiwan, he stated that China was “willing to continue to strive for the prospect of peaceful reunification with the greatest sincerity and utmost effort," but would not renounce any options, and that national reunification can and will be accomplished. Xi stated that China would retain an “independent and autonomous peaceful foreign policy” amid “unprecedented” global change. He also stressed strict party discipline and improved party construction, including principles such as “self-revolution” (自我革命) and “the Central Committee’s centralized and unified leadership.” In conclusion, Xi expressed confidence that the Party would continue to win accomplishments via struggle (奋斗) in the future.


Xi Jinping: Think With One Mind and Work With One Heart to Push Forward and Set Sail on the Great Ship of the Great Rejuvenation of the Chinese Nation


10.17 Xi Jinping attended a discussion session with the Guangxi delegation to the 20th Party Congress, which he nominally belongs to. He pointed out the “direction of the cause of the Party and the country” is the “political declaration and action plan” of the Party to unite and lead the people of all ethnic groups in China to adhere to and develop socialism with Chinese characteristics in the new era and the new journey. He called for firmly grasping the important requirements of leading the great social revolution (伟大社会革命) with great self-revolution (伟大自我革命); firmly grasping the “era’s requirements of unity and struggle”; the whole Party and people of all ethnic groups in China uniting under the Party’s banner as a “piece of hard steel” (一块坚硬的钢铁); “think[ing] with one mind and work[ing] with one heart” (心往一处想、劲往一处使); and pushing forward and setting sail on the great ship of the rejuvenation of the Chinese nation. Xi noted that the past five years as well as the 10 years since the new era began have been “extremely unusual and extraordinary.” He stated that the Party and country have achieved a series of breakthroughs and landmark achievements over the past 10 years, with practice proving that major policies and work arrangements of the Central Committee since the 18th Party Congress are “completely correct.” Xi noted that the path of socialism with Chinese characteristics fits China’s situation and reflects the will of the Chinese people, and those who meet the requirements of the times can not only walk right (走得对) and walk on (走得通), but moreover walk stably (走得稳) and walk well (走得好). He called for strengthening historical confidence and historical initiative, and “submitting new excellent answers to history and the people on the new road to the examination (新的赶考之路).” Xi further called for studying and implementing the Party’s innovation theory (创新理论) and earnestly implementing and studying the 20th Party Congress report in all aspects of the work of the Party and country. Xi noted that since the 18th Party Congress, the Central Committee has promoted comprehensive and strict party governance with the determination of “[spending] ten years to sharpen a sword” (十年磨一剑) and promoting the “unprecedented anti-corruption struggle” with the mission of “offending a few thousand corrupt [officials] rather than failing to live up to the expectations of 1.4 billion people” (得罪千百人,不负十四亿) in order to hit a self-revolution (自我革命) “combined blow” (组合拳). He called for persevering to promote the Party’s self-revolution to ensure that the Party “will never change in quality, color, and flavor,” so that the Party will always be a strong leading core in the cause of socialism with Chinese characteristics. Lastly, Xi reviewed major party achievements since the 18th Party Congress, including stabilizing the economy, promoting development, fighting poverty, building a moderately prosperous society, and controlling the pandemic, among other achievements. He stated that the most important task at present is to “roll up your sleeves and work hard” to put into action the major decisions and arrangements made at the 20th Party Congress.


Li Keqiang: Work Hard, Be Determined, and Forge Ahead to Comprehensively Build a Modern Socialist Country and Unite in Struggle


10.17 Politburo Standing Committee Member and State Council Premier Li Keqiang (李克强) attended a discussion session with the Gansu delegation of the 20th Party Congress, where he voiced full agreement with the Report delivered by Xi Jinping to the Congress on behalf of the 19th Central Committee. Li emphasized that “development is the first priority in governing and rejuvenating the country.” He noted the importance of “comprehensively, accurately, and fully implementing the new development concept, constructing a new development pattern, promoting high-quality development, establishing a modernized economic system,” and promoting the “effective elevation” of “reasonable growth.” Li stated that currently “our economy is stabilizing” and moving upwards. He emphasized the importance of deeply implementing the “economic policy package” (一揽子政策) introduced earlier this year to maintain economic activities in a “reasonable interval” (合理区间). Li emphasized the need to learn from the spirit of the 20th Party Congress, and stressed “unwavering adherence to promoting reform and opening (改革开放).” He further stated the importance of “adhering to the direction of market economic reform, adhering to and improving a basic socialist economic system, giving sufficient full play to the market’s determining role in resource allocation (资源配置), and better developing the role of the government.” Li discussed the importance of the two unswervings (两个“毫不动摇”) in addition to “upholding the spirit of entrepreneurs.” Furthermore, he asserted the importance of deepening reforms in “streamlining administration and delegating power” (简政放权), improving service reforms, and creating a market environment characterized by “fair competition.” Li emphasized advancing “fairness and justice” through “law-based administration” (依法行政). Li also stressed the promotion of “high-level external opening (对外开放)” in addition to “steadily expanding the opening of systems for rules, regulations, management, and so on.” Lastly, Li emphasized the importance of “fully implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era” and stressed “deeply comprehending the decisive significance of the ‘two establishes’ (两个确立), strengthening the ‘four consciousnesses’ (四个意识), consolidating the ‘four confidences’ (四个自信), and achieving the ‘two defends’ (两个维护).”


Wang Yang: Anchor Goals and Tasks and Broadly Focus on Uniting and Struggling Towards the Comprehensive Building of a Modern Socialist Country


10.17 Politburo Standing Committee Member and Chinese People’s Political Consultative Conference (CPPCC) National Committee Chair Wang Yang (汪洋) attended a discussion session with the Tibetan delegation to the 20th Party Congress. Wang emphasized that Xi Jinping had delivered a “good report” characterized by “strong confidence, togetherness, and warm feelings” on behalf of the 19th Central Committee. Wang emphasized that the report provides “new strategic guidance” for “adhering to and developing socialism with Chinese characteristics.” This “advances the whole Party, army, and all ethnic groups in the country to forge ahead in the new journey” and “unites all the sons and daughters” of China to “realize the great rejuvenation of the Chinese nation.” Wang proceeded to highlight the importance of the “two establishes” (两个确立), asserting that they reflect the will of the entire Party and people. He emphasized that the more ambitious the goal, the harder the task, and the more complex the situation, the more it is necessary to “deeply comprehend the decisive significance of the ‘two establishes’” and “defend General Secretary Xi Jinping’s position as the core of the Central Committee and entire Party.” Wang further stressed the importance of not wavering from Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Next, Wang emphasized that “handling our own affairs well” is the “key” to China “overcoming various risks and challenges” and “continuing to walk towards victory.” Wang emphasized performing the work of “economic and social development” well, and using “Chinese-style modernization” (中国式现代化) to “comprehensively advance the great rejuvenation of the Chinese nation.” Wang stated that in the context of great changes unseen in a century, risks, and challenges, it is important to maintain “strategic focus” (​​战略定力), promote a fighting spirit (斗争精神), dare to struggle (敢于斗争), be adept at struggle, and seize the initiative, advantage, and future. Wang stressed that the past 10 years of the new era have been the 10 years in which “Tibet has developed the best, changed the most, and benefitted the most materially.” Wang expressed his hope that Tibet would “seriously study and implement the spirit of the 20th Party Congress, fully implement the Party’s governance strategy of the new era, and implement the Central Committee’s deployments.” He further emphasized a good grasp of “stability, development, ecology, and strong borders” and the cultivation of long-term strategies. Ultimately, he stated the importance of “working assiduously to establish a united, prosperous, civilized, harmonious, peaceful, and socialist-modernized new Tibet.”

Ren Zhongping: An Advance Honed Over Ten Years, The Painting of a Magnificent Artwork– Written on the Eve of the Victorious Convention of the 20th Party Congress People's Daily

10.15 People’s Daily published a Ren Zhongping (任仲平) commentary on the ten years of the “new era” following the 18th Party Congress, during which Xi took office. Citing Xi Jinping throughout the article, it first praised the accomplishments of the past ten years, saying that China had gone from “standing up” to “becoming rich” and now “becoming strong,” while the “great rejuvenation of the Chinese nation (中华民族伟大复兴) has entered an irreversible historical course.” Second, it described accomplishments in a variety of areas, first detailing several economic achievements such as China’s total economic value now comprising 18 percent of the world economy, 6.6 percent GDP growth between 2013 and 2021, and an “average contribution rate” of 38.6 percent to global economic growth. It noted successes in building a “moderately prosperous society” (小康社会), smooth progress in “constructing a modernized socialist country, and taking the country’s “economic strength, technological strength, and overall national strength to a new level.” It then noted that the Party’s November 2021 Resolution on party history had summarized accomplishments of the new era, and noted that they came under the leadership of the “Central Committee with Comrade Xi Jinping as the core” and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It described historic accomplishments for the Party, such as strengthening the Party’s leadership and fighting corruption; for “New China,” namely accomplishments related to China’s national strength and advancement; for reform and opening, including reform in many areas and continued international economic openness; for the development of socialism, namely Xi Jinping thought on the topic; and for the development of the Chinese nation (中华民族), namely becoming “closer, more confident in, and more capable of” achieving national rejuvenation than at any other point in history. Third, the commentary specifically praised Xi Jinping’s leadership amid “unprecedented challenges,” stressing that accomplishments were “rooted in” Xi’s ideology and his position “steering a steady course at the helm (掌舵领航) as the core of the Central Committee and the core of the entire Party.” Citing Marx’s quote, “A single violin player is his own conductor; an orchestra requires a separate one,” the commentary said that a Party and nation as large and populous as the CCP and China respectively need “staunch and strong force of leadership.” It listed many specific developments and accomplishments as being the product of Xi Jinping’s “personal strategizing, personal leadership, and personal command,” concluding that “[if] Xi Jinping is steering our course (掌舵定向), we have a ‘backbone’ for united struggle, and a ‘leader on the road’ (领路人) for great achievements.” It offered similarly effusive praise for Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.


Fourth, the commentary stressed the Party’s commitment to serving the people, citing this as the key decision-making factor for the Party in its policies over the last ten years on issues like common prosperity (共同富裕), the COVID pandemic, and the anti-corruption campaign. It then praised the Party for providing public goods and services, winning public support and satisfaction, and soliciting public suggestions and feedback. Fifth, the commentary discussed progress towards “national rejuvenation” and modernization, specifically noting China’s successes in achieving “moderate prosperity” for its large population; simultaneously “making the cake larger” and “dividing the cake better” by resolving issues related to common prosperity; developing “spiritual civilization” alongside material concerns; ecological preservation; and benefitting both China and the world by “walking the modernization path of peaceful development.” It praised China’s model of modernization, saying it had renounced “Western capital-centric modernization” and other unsuitable modernization models, offering the Chinese example to the world instead. Sixth, the commentary discussed China’s contributions to world peace and development over the past ten years, which “contributed China’s wisdom, example, and strength” to “resolving humankind’s major problems and building a world of lasting peace, widespread security, shared prosperity, open inclusivity, and clean [environmental] beauty.” The examples it provided focused on concepts and initiatives introduced by Xi Jinping. Seventh, the commentary described accomplishments in party governance and anti-corruption, highlighting the impact of the Central Eight Regulations (八项规定), the “dialectical relationship” between “self-revolution” and “the great social revolution” (伟大社会革命) and the importance of self-revolution to the Party. Eighth, the commentary stated that over the past decade, China had gained “self-confidence, self-reliance, and self-strengthening” (自信、自立、自强), showing its accumulated strong capabilities, “unprecedented historic initiative,” and “spirit to forge history.” It gave examples such as China’s increased retention of talent, scientific achievements, international attention to “more Chinese stories and voices,” and the mobilization of the Chinese people in disaster relief and pandemic aid efforts. Ninth, the commentary discussed the “special imagery” of the Long March (长征) for the Party, saying that China had traveled a long distance crossing many obstacles, but could not dare to be complacent. It called for maintaining “strategic focus”; developing a “spirit of struggle” (斗争精神); grasping the “new strategic opportunity, mission, stage, requirements, [and] environment” for China’s development; and facing difficulties to win the initiative and advantage. In its concluding section, the commentary stated that Party members had accepted the “baton” of history in the new era and now advance towards the goals of national rejuvenation and becoming a strong country (强国). After stressing the importance of the 20th Party Congress, it called for adherence to the guidance of the Central Committee’s leadership and Xi Jinping Thought on Socialism With Chinese Characteristics for a New Era, “deeply understanding the decisive significance of the ‘two establishes’ (两个确立), strengthening the ‘four consciousnesses’ (四个意识), consolidating the ‘four confidences’ (四个自信), achieving the ‘two defends’ (两个维护),” and working towards national rejuvenation.


People’s Daily Editorial: Striving to Forge New Ground for Socialism with Chinese Characteristics


10.16 People’s Daily published an editorial (社论) commemorating the opening of the 20th Party Congress. The editorial emphasized the importance of the event, noting that the success of the Party Congress has “important significance” to “comprehensively building a modern socialist country” and “comprehensively promoting the great rejuvenation of the Chinese nation.” It proceeded to note how the Party has “confronted an environment that is both complex and severe” and that it “shoulders heavy and formidable burdens rarely seen in history and the world.” The editorial stated that this was especially true for the period between the 19th and 20th Party Congresses, and that under the leadership of the Central Committee with Xi Jinping “as the core” such “enormous risks and challenges” have been effectively responded to. It cited, for example, a series of “strategic measures” (战略性举措) that have achieved “groundbreaking developments” (突破性进展) and helped in “overcoming many difficult problems that have not been solved in the long-term.” The Party has also “withstood risks, challenges, and tests from politics, the economy, ideology, and nature.” Next, the editorial emphasized Chinese-style modernization (中国式现代化) in addition to “providing a Chinese solution” to the finding of a better social system (社会制度). It stated that “socialism with Chinese characteristics” is a “fundamental achievement” (根本成就) that was only won after “huge costs” and the untold suffering of the people. It now represents the “broad road” (康庄大道) towards “creating a more beautiful life for the people and realizing the great rejuvenation of the Chinese nation.” The editorial stated that “on the new journey,” as long as China is unwavering in its determination and continues on its current path, it will be able to “grasp its destiny in its own hands.” The editorial emphasized that currently, “the Chinese people are more self-confident, self-reliant, and self-strengthening,” more “enthusiastic, proactive, and innovative,” and have strengthened their “spirit, backbone, and confidence.”


The editorial proceeded to emphasize Xi’s core position and the “guiding position of Xi Jinping Thought on Socialism for the New Era” as the underlying cause of recent accomplishments, reflective of the will of the people, and of “decisive significance” to achieving national rejuvenation. The editorial emphasized that “Xi Jinping Thought” manifests “sinified, 21st-century Marxism” and is the “essence of Chinese culture and China’s spirit of the times (精神的时代).” The editorial emphasized that currently the world is undergoing profound changes unseen in a century and that China is “closer, more confident, and more capable of realizing the goal of the great rejuvenation of the Chinese nation than at any period in history.” It also highlighted that China stands ready to work hard and endeavor towards this goal. The editorial then highlighted Xi Jinping’s statement that “we are in an era of change unseen before and carrying out an unprecedented, great task of our ancestors.” It stated that “we must unite more closely around the Central Committee with Xi Jinping as the core,” completely implement Xi Jinping Thought, “deeply comprehend the decisive significance of the ‘two establishes’ (两个确立), strengthen the ‘four consciousnesses’ (四个意识), consolidate the ‘four confidences’ (四个自信) and achieve the ‘two defends’ (两个维护).”


Qiushi Editorial Department: Always Breathe Together with the People and Share a Destiny and Heart


10.17 Qiushi’s Editorial Department published an article emphasizing the role of the people in Party strategy. It emphasized that the “objective of struggle” (奋斗目标) is to improve the lives of the people, that it is necessary to persist in “everything being for the people” and “everything depending on the people,” and that it is important to “adhere to people-centered development thinking.” Furthermore, it is necessary to “band together'' with the people to “effectively confront a severe and complex international situation and ensuing big risks and challenges.” The article proceeded to note a speech Xi Jinping delivered at the Two Sessions (全国两会) in May 2020 which mainly emphasized “upholding the people first” (坚持人民至上). It stated that it is necessary to combine the study of this speech with the study of how to comprehensively implement Xi Jinping Thought on Socialism with Chinese Characteristics. The article emphasized “deeply comprehending the decisive significance of the ‘two establishes’ (两个确立), unceasingly strengthening the ‘four confidences’ (四个自信), and achieving the ‘two defends’ (两个维护). The article emphasized that the Party is the “vanguard (先锋队) of China’s working class” and is simultaneously “the vanguard of the Chinese people and nation.” It emphasized that the “fundamental objective of the Party” is to “serve the people,” and referenced Mao Zedong’s directions in his 1944 speech on “serving the people” (为人民服务) in doing so. The article stressed how the realization of “common prosperity” (民共同富) is “not only an economic issue” but also “an important political issue.” The article then highlighted several improvements in people’s livelihoods under party leadership, such as increases in per capita Gross National Income (GNI), the erosion of the urban-rural gap, the construction of the world’s largest education, social security, and health systems, and the maintenance of long-term social stability. Furthermore, it discussed how people’s livelihoods have not just improved materially, but spiritually as well. The article asserted that in the face of “difficulties and challenges,” the “Chinese people’s forward momentum (前进动力) is stronger, their spirit to struggle (奋斗精神) more uplifted, and their triumphalism (必胜信念) more resolute.”


The article proceeded to discuss further achievements, noting that Xi Jinping has touted the people’s efforts in pandemic prevention and control. It asserted that the vast majority of people understand the situation caused by the pandemic and have willingly cooperated with government efforts to combat it, consequently contributing to “positive results.” It also noted that Xi has emphasized the importance of coordinating social and economic development with the implementation of pandemic control measures. It emphasized the need to launch measures to promote major construction projects, the development of market entities, the acceleration of adjustments in the country’s “industrial structure” (产业结构调整) and the improvement of capabilities in grassroots governance (基层治理能力). The article further emphasized that the Central Committee stressed protection of natural assets and criticized housing speculation, asserting that “houses are for living in, not speculating with.” It noted the importance of leading cadres possessing a “correct view of power” and emphasized that they should not act in vain or pursue fame. Lastly, the article emphasized “adhering to comprehensive party governance,” and asserted that through continuous efforts, the “self-awareness” and “firmness” of the Party’s “mass line” (群众路线) has strengthened. Ultimately, the Party’s image among the masses has improved, the will of the Party and people have been united, and the “historic achievements” (历史性成就) of the Party and country have been further promoted.


Qiushi Commentator: Hold High the Great Banner and Create New Achievements, Warmly Celebrate the Opening of the 20th Party Congress


10.17 Qiushi published a Commentator Article commemorating the opening of the 20th Party Congress and calling for the Party to unite more closely around Xi Jinping. The article declared that the Congress is being held at a critical moment on a new journey of comprehensively building a modern socialist country and marching towards the second centenary goal (第二个百年奋斗目标). It noted the themes of the Congress, such as “hold high the great banner and create new achievements; carry forward the spirit of building the great party” and“comprehensively promote the great rejuvenation of the Chinese nation (中华民族伟大复兴) in order to comprehensively build a modern socialist country.” It called for “clearly declar[ing] what flag the Party will hold in the new era and new journey, what state of mind it will adopt , and what kind of goal it will continue to advance towards.” The article stated that the report made by Xi Jinping on behalf of the 19th Central Committee “conformed to the common aspirations of the whole party and the people of all ethnic groups, adapted to the new situation and work tasks of the Party and country,” and comprehensively summarized the work of the past five years. It claimed that work in the past ten years of the new era “opened up a new realm” of the sinicization of Marxism; “profoundly clarified” the mission and tasks of the CCP in the new era and new journey; clearly answered a series of theoretical and practical questions on adhering to and developing socialism with Chinese characteristics for the new era and new journey; and put forward a series of new ideas, new strategies, and new measures reflecting the development requirements of socialism with Chinese characteristics in the new era. The article commemorated three major achievements of “great practical and profound historical significance to the cause of the Party and the people” in the ten years of the new era, which included: first, ushering in the centenary of the founding of the CCP; second, socialism with Chinese characteristics entering a new era; and third, completing the historical task of fighting poverty and comprehensively building a moderately prosperous society (全面建成小康社会) to achieve the first centenary goal. Next, the article commemorated several achievements of Xi Jinping, including establishing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era (习近平新时代中国特色社会主义思想), comprehensively strengthening the Party’s leadership, realizing the millennial dream of a well-off Chinese nation, making a scientific and complete strategic plan for the development of the Party and the country in the new era, having great political courage to deepen reforms, implementing a more proactive strategy of opening up, thoroughly implementing the people-centered development philosophy, comprehensively promoting major-country diplomacy with Chinese characteristics (中国特色大国外交), and further promoting “comprehensively and strict party governance (全面从严治党). It declared that great changes in the decade of the new era in the areas of party history, new Chinese history, the history of reform and opening up, and the history of the development of socialism are of “milestone significance” (里程碑意义), and the CCP has become stronger through a century of struggle and “revolutionary forging.” The article proclaimed that the CCP and the Chinese people are making a great leap from standing up (站起来) and becoming rich (富起来) to becoming strong (强起来). People’s Liberation Army and People’s Armed Police Delegation Enthusiastically Discusses 20th Party Congress Report


10.16 Members of the People’s Liberation Army (PLA) and People’s Armed Police (PAP) delegation to the 20th Party Congress, including Politburo members and Central Military Commission (CMC) Vice Chairs Xu Qiliang (许其亮) and Zhang Youxia (张又侠), attended a group discussion meeting following Xi’s report. After stressing the importance of the 20th Party Congress, the delegates praised the report for providing guidance and encouragement in the “new journey” towards new victories, summarizing past achievements, setting missions and tasks for the new journey, providing a “blueprint” for “comprehensively building a modern socialist country” and achieving rejuvenation through “Chinese-style modernization,” planning the next five years of national development and military centenary goals, and emphasizing Party governance and self-revolution. The delegation then reiterated the report’s characterization of the challenges and accomplishments in the past five years since the last Party Congress and ten years of the new era. It specifically noted military developments from the past ten years, including the implementation of Xi Jinping Thought on Strengthening the Military (习近平强军思想), persistence in the Party’s absolute leadership of the PLA, and deepening of defense and military reforms. The delegates noted that these accomplishments all came under “the staunch leadership of Xi Jinping,” and were fundamentally due to the guidance of Xi’s ideology and his position “steering a steady course at the helm (掌舵领航) as the core of the Party Central Committee and the core of the entire Party.” The delegation emphasized the unique qualities of “Chinese-style modernization” as summarized in Xi Jinping’s report, such as its leadership by the Party, its large scale, its material and spiritual components, and its peacefulness. Delegates then stressed the importance of Marxism and its sinification, praising Xi Jinping Thought on Socialism With Chinese Characteristics for a New Era as the manifestation of the Party’s theoretical wisdom since the 18th Party Congress. They also stressed adherence to key points in the Resolution on party history passed at the 19th Central Committee’s Sixth Plenum; praised Xi’s report as the “newest achievement in the sinification of Marxism”; and stressed adherence to Xi Jinping’s ideology, the “two establishes,” and the military’s obedience to the Party. The delegates then discussed the content in Xi’s report related to “defense and military construction,” which described a “development blueprint” for achieving the military’s centenary goal as scheduled and “accelerating building the PLA into a “world-class military.” The delegates stated that the PLA and PAP must implement the various ideologies, goals, and tasks referred to in the report, and concluded by asserting that the military must fulfill its missions and tasks for the “new era”; defend the Party’s leadership and China’s socialist system; defend China’s sovereignty, security, and development interests; and defend regional and world peace.
