Xi Jinping: Accelerating the Construction of a New Development Pattern and Grasping the Initiative of Future Development


4.15 Xi Jinping delivered a speech at the collective study session of the 20th Central Committee on January 31, 2023. His speech emphasized the importance of “accelerating the construction of a new development pattern,” noting that this was an important “strategic task” (战略任务) proposed at the 20th Party Congress. Xi began by emphasizing that he had first proposed the dual circulation strategy in April 2020 and that after “two years of practice our understanding of the strategic significance (战略意义) of the new development pattern has become increasingly deep and our thinking has become increasingly clear.” He stressed that from now on, the “central task” (中心任务) of the Party is to “unite and lead the entire country’s ethnic groups to comprehensively construct a strong, modern socialist country, realize the second centenary goals, and comprehensively promote the great rejuvenation of the Chinese nation through Chinese-style modernization.” He proceeded to note that China has a population of 1.4 billion and that such a scale “exceeds the population of existing developing countries” and is associated with several complexities and challenges. He emphasized the importance of internal circulation in economies of such a large scale and stated that accelerating the construction of a new development pattern will enable coordination between development and security and is a “strategic deployment” that will enable “seizing the initiative in future development.” He stressed that “only by accelerating the construction of a new development pattern” can we enhance the country’s “survivability, competitiveness, development, and sustainability” and ensure that the process of great rejuvenation is not delayed or disrupted. Next, he emphasized that there is still a long way to go in constructing a new development pattern and stressed making up for “shortcomings” in the country’s industrial supply chain. He further emphasized “comprehensively deepening reform” and promoting “practical innovation” and “system innovation” (制度创新). He outlined five steps necessary for doing so. First, he emphasized the importance of expanding domestic demand and deepening supply-side structural reforms to “strengthen the impetus behind and reliability of domestic circulation.” He stressed “expanding income-supported consumption demand,” ensuring reasonable returns on investment, and expanding “investment space” (投资空间). He stated that it is important to cultivate an environment where citizens “dare to consume without worrying.” Second, he stressed accelerating the pace of “self-reliance and self-strengthening” (自立自强) and resolving problems related to foreign “bottlenecks” (卡脖子). He emphasized that in today’s world science and technology is the primary “productive and competitive force.” He emphasized making the country a “global leader” in scientific and technological fields and linking the strategies of “rejuvenating the country through science and technology, strengthening the country through human talents, and innovation-driven development.”


Third, he discussed accelerating the construction of a “modern industrial system” and consolidating an “industrial foundation” for the new development pattern.” This entails “extending the chain of advantageous industries, upgrading the chain of traditional industries, and building the chain of emerging industries.” Furthermore, it includes promoting the “orderly transfer” (有序转移) of key industries domestically and abroad, supporting enterprises to participate in the global division of labor and cooperation, and promoting the deep integration of internal and external industries. Fourth, he emphasized comprehensively promoting the development of urban and rural areas and regions and increasing the “coverage” of domestic circulation. He stressed that the consumer market in rural areas is “enormous” and constitutes an important part of domestic circulation. He emphasized promoting “rural revitalization” (乡村振兴), urbanization, and urban-rural integration. He further stressed “eliminating regional barriers” and creating a truly unified national market. He stated the importance of further deepening “reform and opening up” (改革开放), improving “basic systems” in the market economy such as “property protection (产权保护), market entry, fair competition, and social credit,” and strengthening anti-trust regulations. He proceeded to highlight improving the “modern budget system,” “optimizing tax mechanisms (税制结构),” and implementing upgrades in free trade zones. Lastly, he stated the importance of “promoting the internationalization of the RMB in an orderly manner,” protecting the rights and interests of foreign investors, promoting “high-quality development” via the “Belt and Road Initiative” (一带一路), and “actively participating in the negotiation of international economic and trade rules.”



Chen Yixin: In-Depth Study and Implementation of the Spirit of 20th Party Congress and Accelerating the Construction of a New Security Pattern


4.15 Qiushi published an article by Minister of State Security Chen Yixin (陈一新) on accelerating the construction of a “new security pattern” (新安全格局). He began by noting that in the 20th Party Congress Work Report, Xi Jinping promoted the “modernization of the national security system and capabilities to resolutely defend the country’s security and social stability” and clearly proposed the “major requirement” of “using the new security pattern to guarantee the new development pattern (新发展格局).” He emphasized combining study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era with Xi Jinping’s Important Discussions on National Security Work in addition to using a “high level of security” to guarantee “Chinese-style modernization.” He proceeded to note that the Party Central Committee with Xi Jinping as the core is focused on resolving particular security issues faced at this “critical stage” of the “great rejuvenation of the Chinese nation” and that the “major strategic deployments” made regarding this have “major political, theoretical, practical, and world significance.” He noted the importance of robust Party leadership, the Party’s “innovative theoretical guidance,” and adhering to a “national security path with Chinese characteristics.” He stressed that national security is the “foundation of national rejuvenation” and emphasized the importance of creating a unified and efficient leadership system vis-a-vis national security. Next, he emphasized strengthening security in the fields of “politics, economics, land, society, the internet, and finance” in addition promoting “food and grain, ecological, resource, and nuclear security.” Furthermore, he stated the importance of “effectively protecting overseas security interests” and bolstering security in “space, maritime, polar, ecological, and artificial intelligence (人工智能)” domains. He stated that to build a “new security pattern” it is necessary to coordinate both domestic and international situations. He emphasized that domestically, it is necessary to protect “political security” at the fundamental level and crack down on infiltration, subversion, and “splittist activity” (分裂活动). Externally, he emphasized preventing and countering “containment and suppression” (遏制打压) against China. He highlighted mobilizing all of society to fight a “people’s war” (人民战争) to defend the country’s security. Lastly, he noted the importance of science and technology to the field of national security, asserting that “big data and artificial intelligence are currently reshaping a new form of struggle.” He emphasized focusing on improving scientific and technological innovation and using it to more effectively protect national security.



Xi Jinping Holds Talks with President of Gabon Bongo


4.19 Xi Jinping met with the President of Gabon Ali Bongo Ondimba at the Great Hall of the People in Beijing. He welcomed his visit and stated that bilateral relations between the two countries play an important role in promoting a “community of a shared future for humankind” (类命运共同体). He emphasized that China is currently in the process of “comprehensively promoting high-quality development and Chinese-style modernization” and that China is willing to strengthen exchanges with Gabon to share experiences in “state governance.” He stressed that the two sides should work to “deepen strategic mutual trust” and “firmly support each other” on issues involving each other’s “core interests” (核心利益). He stated that China firmly supports Gabon in pursuing a “development path” that is compatible with its own national conditions and is willing to strengthen “strategic alignment” with Gabon and promote cooperation in “basic infrastructure construction, forestry, fisheries, the digital economy, and industrial park construction,” among other areas. He further emphasized that China is willing to support Gabon with “economic diversification” and “industrial upgrading,” that it will promote joint construction via a green “Belt and Road Initiative” (一带一路), and that it would create a model for “South-South cooperation” on climate change. Moreover, additional cooperation should be achieved in areas such as people-to-people exchanges, tourism, “rural revitalization” (乡村振兴), and poverty reduction. He stressed working together to “defend the common interests of developing countries.” Xi proceeded to emphasize that in today’s world there exist “several serious challenges and various crises” and that in this context strengthened unity and cooperation between China and African countries is “more necessary than ever.” He stated that both sides should inherit and carry forward the “spirit of China-Africa friendly cooperation,” uphold “basic principles of international relations” such as the “five principles of peaceful coexistence” (和平共处五项原则), firmly oppose all forms of “hegemony and power politics,” and oppose foreign interference in internal affairs. He stressed that China “firmly supports” Africa walking its own “development path” and that it supports efforts to promote “food security,” industrialization, and green development. Following the talks, the two sides signed a number of bilateral cooperation agreements in areas such as investment, agriculture, housing and urban construction, in addition to climate change, and issued a joint statement.



Xi Jinping Presides Over the First Meeting of the 20th Central Committee on Comprehensively Deepening Reform, Emphasizes Integrity, Innovation, and Hard Work, and Writing a New Chapter in Reform and Opening Up on the New Journey


4.21 Xi Jinping presided over the first meeting of the commission for comprehensively deepening reform of the 20th Central Committee. He began by noting that this is the first year to comprehensively implement the spirit of the 20th Party Congress and that this year is the 45th anniversary of “reform and opening up” (改革开放). He emphasized that to achieve the “goals and tasks” of the new journey in the “new era” it is important to take “comprehensively deepening reform” as the “basic driving force behind Chinese-style modernization” and as the “important starting point for stabilizing the overall situation, adapting to the situation, and opening up new situations.” The meeting reviewed and passed the “Opinions on Strengthening the Principal Position of Enterprises in Scientific and Technological Innovation,” the “Opinions on Strengthening and Improving the Management of the State Economy to Effectively Support Chinese-style Modernization,” and the “Opinions on Advancing the Development and Growth of the Private Economy.” The meeting pointed out strengthening the “principal position” of enterprises in scientific and technological innovation is a “key measure” to deepen scientific and technological “system reform” and to promote the realization of a higher level of “self-reliance and self-strengthening” (自立自强). It emphasized focusing on “for whom to innovate, who to innovate, what to innovate, and how to innovate” and wholly deploying the chain of “technological innovation decision-making, R&D investment, scientific research organizations, and transforming results.” It further stressed the importance of leading private enterprises to participate in the country’s consolidation of “major innovations” and to have them play a role in “key core technological innovations.” Next, it emphasized strengthening and improving management of the state economy and “advancing common prosperity (共同富裕).” It further stressed “deepening the reform of state-owned enterprises” and “building a state economy with top-level coordination, clear rights and responsibilities, high efficiency, and a strong supervisory economic management system. It proceeded to emphasize that “supporting the development of the private economy has been a consistent policy of the Party Central Committee” and discussed the importance of “optimizing the development environment of the private economy.” It emphasized that since the 18th Party Congress, the Party has espoused enormous “political courage” (政治勇气) in comprehensively deepening reforms and that the Party has “dared to confront new dilemmas and new challenges.” It stated that “looking at the entire world, no other country or political party can have such political vision (政治气魄) or historical responsibility” or “promote such far-reaching, large-scale, and strong revolution in such a short amount of time.” Lastly, it emphasized “upholding and strengthening the Party’s leadership,” strengthening the implementation of reforms, and bolstering the guiding position of “public opinion.”

Wang Hunning Delivers Speech at Symposium on General Secretary Xi Jinping’s Important Thoughts on Strengthening and Improving Ethnic Work


4.21 Politburo Standing Committee Member Wang Hunning (王沪宁) presided over a symposium on Xi Jinping Thought on strengthening and improving ethnic work. He stated the importance of “deeply implementing the spirit of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 20th Party Congress,” deeply understanding Xi Jinping’s important thoughts on strengthening and improving ethnic work, and seriously implementing the spirit of Xi Jinping’s “important speech” at the recent Education Work Conference. He stressed “deeply comprehending the decisive significance of the ‘two establishes’ (两个确立), strengthening the ‘four consciousnesses’ (四个意识), consolidating the ‘four confidences’ (四个自信), achieving the two defends (两个维护),” and using a sense of responsibility and mission to do a good job with “ethnic work.” He stated that “Xi Jinping’s important thoughts on strengthening and improving ethnic work” is a “scientific summary” (科学总结) of the Party’s “precious experience” (宝贵经验) and “historical achievements” over the past century. Moreover, he emphasized that it represents the “newest achievement” related to the realization of “Sinicized Marxist ethnic theory” via the “two combinations” (两个结合). He stated that it is also represents the “new mission” of the Party’s ethnic work on the new journey and an “ideological weapon” (思想武器) for achieving new tasks. He emphasized that it has major “political significance, theoretical significance, and practical significance” and stressed the importance of “continuing to learn, comprehend, propagate, and explain” Xi Jinping Thought and implement it in all aspects of ethnic work. Next, he stated the importance of “solidly promoting modernized construction in ethnic minority and ethnic group areas,” firmly establishing an “accurate, historical view of the Chinese nation,” and better promoting exchanges and interactions between ethnic groups. Lastly, he stressed ensuring “high-quality development” in ethnic work, strengthening the Party’s comprehensive leadership over ethnic work, and improving the Party’s ability to carry out ethnic work in the new era. Politburo Member Shi Taifeng (石泰峰) also attended the meeting.

Qiushi Commentator: Strategic Deployments to Grasp the Initiative of Future Development


4.15 A Qiushi Commentator Article discussed the need to “grasp the initiative of future development” by accelerating the construction the new development pattern (新发展格局). It emphasized that this is a “strategic decision” based on the “realization of the second centenary goal, overall development and security, and a strategic deployment to seize the initiative in future development.” It further stated that only by accelerating the construction of a new development pattern can China enhance the security and stability of its development, as well as “enhance its viability, competitiveness, and development in all kinds of foreseeable and unpredictable storms and turbulent waves.” This is all done to ensure that the process of the great rejuvenation of the Chinese nation (中华民族伟大复兴) “will not be delayed or even interrupted,” and that China will realize the goal of comprehensively building a modern and powerful socialist country. The Article noted that the whole party is carrying out “in-depth thematic education” on Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era, and implementing the spirit of Xi Jinping’s important speech, “Accelerate the Construction of a New Development Pattern and Grasp the Initiative for Future Development.” First, in “Strategic Choice for Realizing the Second Centenary Goal,” the Article again quoted Xi Jinping and stated that China must “firmly grasp the leading power of development in [its] own hands” and is a “super-large-scale economy” (超大规模经济体) that “can and must have domestic circulation.” In four separate paragraphs, it highlighted “major significance” (重大意义), “scientific connotations” (科学内涵), “practical requirements” (实践要求), and “prevention of misunderstandings” (防范误区) that “scientifically answer a series of major theoretical and practical issues” regarding constructing the new development pattern. It then quoted Xi Jinping as calling for “accelerating the improvement of the shortcomings of China’s industrial chain and supply chain in a more targeted manner to ensure the smooth circulation of the national economy.” Second, in “Enhance Great Domestic Cycle (国内大循环) Power and Reliability,” it highlighted that the key to building a new development pattern is realizing the “unimpeded economic cycle.” In particular, it highlighted Xi Jinping’s proposal in the 20th Party Congress Report to “organically combine the implementation of the strategy of expanding domestic demand with the deepening of supply-side structural reforms,” as well as the “three major demands” (三大需求: consumption demand supported by income, investment demand with reasonable returns, and financial needs with debt constraints). Third, in “Solving the Problem of Foreign Countries’ ‘Bottlenecks’ (卡脖子),” it emphasized achieving a high level of scientific and technological self-reliance as a key to Chinese-style modernization.


 

United Front Work Department


Shi Taifeng Emphasizes Improving the Work Pattern of the United Front and Assisting in Comprehensively Promoting Rural Revitalization During Inspection in Guizhou


4.20 Politburo Member and United Front Work Department Head Shi Taifeng (石泰峰) conducted an investigation tour in Guizhou between 17 and 19 April and emphasized the importance of studying and implementing Xi Jinping Thought on Socialism with Chinese Characteristics and the spirit of the 20th Party Congress. He also stressed the importance of “firmly comprehending the decisive significance of the ‘two establishes’ (两个确立), strengthening the ‘four consciousnesses’ (四个意识), consolidating the ‘four confidences’ (四个自信), achieving the ‘two defends’ (两个维护), and going further in strengthening the comprehensive leadership of the Party over United Front work. He emphasized that in the “new era” and on the “new journey” the more ambitious the goal is, the more complex the situation, and the more arduous the task, the more important it is to gather the wisdom and strength of all sides to consolidate and develop the most broad, “patriotic” united front. He stated that improving the work pattern of the United Front and implementing a work responsibility system is a “necessary requirement” for strengthening the Party’s comprehensive leadership over United Front work, for giving full play to the “advantageous role” of United Front work, and for United Front work to realize “high-level development.” Next, he emphasized “deeply studying and implementing Xi Jinping’s important thoughts on doing a good job with United Front work in the new era,” consolidating the “main responsibilities” (主体责任) of Party committees and groups at all levels, and strengthening research into “major relevant issues.” He proceeded to stress enhancing the “systematic, holistic, and cooperative nature of United Front work” and working together to “comprehensively promote the great rejuvenation of the Chinese nation” through Chinese-style modernization. He stated the importance of implementing the spirit of an “important speech” delivered by Xi Jinping in Guizhou and giving full play to the “United Front’s talent pool and concentrated intelligence.” He highlighted promoting the development of rural industries, increasing the income of farmers, expanding assistance related to education, medical care, and technology, and promoting the consolidation and expansion of achievements related to poverty alleviation. Lastly, he stressed actively guiding “private enterprises” to fulfill their “social responsibilities,” and having them devote themselves to the public good.

First Verdict in Bribery Case Against Former Deputy Commander of the Xinjiang Production Construction Corps Yang Fulin

4.18 The Intermediate People’s Court of Jinan, Shandong publicly sentenced former deputy commander of the Xinjiang Production and Construction Corps (XPCC) Yang Fulin (杨福林) to 13 years in prison for bribery and issued him a fine of three million RMB. It stated that the income he accumulated illegally will be recovered and turned over to the treasury. It was found that between 2001 and 2020, Yang, while serving as deputy commander of the XPCC among other positions, provided illegal assistance to units and individuals in “project contracting, job promotion, and case handling” in return for directly or indirectly receiving assets worth more than 30.49 million RMB. The court ruled that his behavior constituted accepting bribes and that the amount of bribes he accepted were “especially huge.” It emphasized that since Yang voluntarily confessed his crimes, divulged details that case-handling authorities had not yet “grasped,” and returned the goods and money obtained through bribery, he was given a lighter punishment.
