Cai Qi: Carefully Study “Selected Readings of Xi Jinping’s Works” and Continue to Deepen the Study and Promotion of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era


5.22 Politburo Standing Committee Member Cai Qi (蔡奇) gave a speech at the publication symposium for the first and second volumes of “Selected Readings of Xi Jinping’s Works” (习近平著作选读). In his speech, he emphasized that editing and publishing these works is a “major decision” of the Central Committee and a “major event” in the political life of the Party and the country. He stated that studying Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is a “major political task” that should continue to be promoted, and called for party members and cadres to “more deeply understand the decisive significance of the ‘two establishes’ (两个确立), strengthen the ‘four consciousnesses’ (四个意识), consolidate the ‘four confidences’ (四个自信) and achieve the ‘two defends’ (两个维护).” He said that these works “vividly record the great historical process of the Central Committee with Comrade Xi Jinping as the core leading the people to create a new era of socialism with Chinese characteristics and continuously win new victories.” He declared that the “major theoretical innovations” achieved in modernization and the Sinicization of Marxism in the new era fully demonstrates the “truth power (真理力量) and practical power (实践伟力)” of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era in leading the construction of a strong country and national rejuvenation, as well as “three-dimensionally shows the CCP is committed to promoting Chinese wisdom and Chinese responsibility toward building a better world.” He called for the Party to “learn political loyalty (政治忠诚), learn to take charge of the mission (使命担当), learn the spirit of practical work (实干精神), learn deep feelings (深厚情怀), learn struggle skills (斗争本领), and learn to be sober and firm (清醒坚定),” as well as to focus on “transforming the inner initiative of changing the subjective and objective world” into comprehensively building a modern socialist country and promoting the great rejuvenation of the Chinese nation (华民族伟大复兴). Politburo Member and Central Propaganda Department Head Li Shulei (李书磊) presided over the meeting.


Xi Jinping Meets Prime Minister of Russia Mikhail Mishustin


5.24 Xi Jinping met with Prime Minister of Russia Mikhail Mishustin at the Great Hall of the People in Beijing. He began by asking Prime Minister Mishustin to convey his “sincere greetings” to Russian President Vladimir Putin and stated that on his “successful state visit” to Russia he was able to draw a “blueprint” with him for China-Russia relations and for bilateral cooperation in various areas. He emphasized that doing a good job in consolidating and developing China-Russia relations is not only the “aspiration of the people” but also the “trend of the times” (大势所趋). He expressed his hope that both sides would give full play to expanding “cooperation space” between China and Russia, push cooperation in various fields to a higher level, and continuously enrich the substance of the comprehensive strategic partnership of cooperation for a new era. He emphasized that China is willing to continue supporting each other in providing “firm support” for each others’ “core interests” (核心利益) and will seek strengthened cooperation in multilateral forums such as the UN, Shanghai Cooperation Organization (SCO), BRICS, and the G20. He stressed that both sides should improve the level of economic and investment cooperation and bolster bilateral cooperation systems and mechanisms. Furthermore, they should consolidate and expand energy cooperation and work together to advance connections and cooperation between the “Belt and Road Initiative” (一带一路) and the “Eurasian Economic Union” (欧亚经济联盟). He emphasized promoting a more open regional market, guaranteeing the stability of the global industrial and supply chain, and bringing “real benefits” to countries in the region. Politburo Members Wang Yi (王毅) and He Lifeng (何立峰) as well as Minister of Foreign Affairs Qin Gang (秦刚) attended the meeting.


During Investigation in Xinjiang, Wang Huning Emphasizes Completely and Accurately Implementing the Party’s Strategy for Governing Xinjiang in the New Era to Lay a Solid Foundation for Social and Long-Term Stability


5.24 Between 22 and 24 May, Politburo Standing Committee Member Wang Hunning (王沪宁) conducted an investigation in Xinjiang. He emphasized that to a good job with “Xinjiang work,” it is important to “comprehensively and accurately implement the Party’s strategy for governing Xinjiang in the new era,” deeply comprehend the decisive significance of the “two establishes” (两个确立), strengthen the “four consciousnesses” (四个意识), consolidate the “four confidences” (四个自信), and achieve the “two defends” (两个维护). He further emphasized “deeply carrying out thematic education on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era” and continuously consolidating stability to enable all ethnic groups to “live in peace.” During his investigation, he went to the “ancient city” of Kashgar and visited a police station, mosque, and village to understand “ethnic unity (民族团结), the implementation of “religious policies (宗教政策), and grassroots comprehensive management.” He stated that “social stability” in Xinjiang has “not come easily” and that it must be cherished and consolidated. He stressed continuing to do a good job with “uniting and solidifying hearts and minds” to ensure that people of all ethnic groups can “hug each other tightly like pomegranate seeds.” He proceeded to visit Urumqi, where he toured a museum, the Xinjiang Islamic Institute, Xinjiang University, and relevant enterprises. He stated that “all ethnic groups in Xinjiang” have engaged in long-term exchanges and interaction and jointly created Xinjiang’s “splendid history and culture.” He stressed that it is necessary to establish an accurate view of the “history of the Chinese nation” and plant the seeds of “loving China” into all people, especially young people. Next, he emphasized seriously implementing the decision-making and deployments of the Party Central Committee with Xi Jinping as the core and leading the cadres and masses of all ethnic groups to “stabilize the overall situation, adapt to the overall situation, combat poverty, and construct moderate prosperity.” He stressed not wavering from promoting the normalization of the rule of law when it comes to “countering terrorism” and further consolidating “long-term stability.” He emphasized promoting “high-quality development” in Xinjiang, grasping Xinjaing’s “strategic position” (战略定位) in constructing a strong, modernized socialist country, and better implementing “development results” to benefit livelihoods and advance unity. Lastly, he emphasized that the Xinjiang Production and Construction Corps is an important “strategic force” (战略力量) that is necessary to promote “industrial integration (产业融合), military-land integration (兵地融合),” and to strengthen “regional employment capacity.” Politburo Members Ma Xingrui (马兴瑞) and Shi Taifeng (石泰峰) also participated in the investigation.


Liu Guozhong: Unrelentingly Strengthen Responsibility and Work Implementation, Resolutely Consolidate and Expand the Achievements of Poverty Alleviation


5.24 Between 22 and 24 May, Politburo Member Liu Guozhong (刘国中) conducted an investigation tour of the Qinghai and Gansu Provinces. During his inspection, he emphasized studying and carrying out thematic education on Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, resolutely consolidating and expanding the achievements of poverty alleviation, “mak[ing] the foundation of poverty alleviation more stable and the results more sustainable,” and laying the foundation for continued work on rural revitalization. He first traveled to Huangnan Prefecture (黄南州) and Haidong City (海东市) in Qinghai Province (青海省), and then Linxia Prefecture (临夏州) and Dingxi City (定西市) in Gansu Province (甘肃省) to inspect poverty alleviation industrial projects, assistance workshops, and relocation and resettlement areas, as well as to check on the “three guarantees” (三保障) in each area. He emphasized upholding working together with the five levels of secretaries (五级书记: province, city, county, township and village); unswervingly adhering to the “four no picks” (四个不摘); effectively maintaining the overall stability of the main assistance policies during the transition period; and persevering in various areas of assistance work. He called for comprehensively using a variety of means to strengthen the dynamic monitoring of poverty prevention, improving the rapid detection and response mechanism, providing targeted assistance in a timely manner, and accurately preventing and resolving hidden risks. He pointed out that it is necessary to strengthen industrial and employment assistance, enhance endogenous development momentum, carefully sort out shortcomings and weaknesses in industry development, implement assistance policies by category, improve the mechanism of linking interests, and enhance the ability to help people out of poverty and increase their income.


Xi Jinping Attends the Opening Ceremony of the Plenary Session of the Second Eurasian Economic Forum of the Eurasian Economic Union


5.24 Xi Jinping attended the opening ceremony of the plenary session of the second Eurasian Economic Forum of the Eurasian Economic Union and delivered a speech via video link. He pointed out that today, the world is undergoing profound changes unseen in a century and that the “historical trends” of the world’s multi-polarization and economic globalization cannot be blocked. He emphasized that “true multilateralism and promoting coordinated regional development is the broad consensus of the international community.” He emphasized the importance of asking the question of what Eurasian cooperation would look like in the face of a turbulent and changing world, and stressed that that this has been answered through the proposal of the “Global Development Initiative” (全球发展倡议), the “Global Security Initiative” (全球安全倡议), and the “Global Civilization Initiative” (全球文明倡议). He called on all countries to create a world defined by “universal security” (普遍安全), “common prosperity” (共同繁荣), openness, and inclusiveness. He proceeded to note that this year marks the tenth anniversary of joint construction via the “Belt and Road Initiative” (一带一路) and stressed the importance of the role it plays in opening up a “road of happiness” that benefits all countries and the world. Next, he emphasized that China’s development cannot be separated from the Eurasian region and expressed his hope that “joint construction” between the Eurasian Economic Union and the Belt and Road Initiative will “deepen and harden.” He noted that in the second half of this year, China will host the third Belt and Road Forum for International Cooperation and that it is willing to work with the founding states of the Belt and Road Initiative and the Eurasian Economic Union to jointly hold high the “banner of peace, cooperation, and win-win results” and join hands to write a new chapter for a “multipolar world.”


Xi Jinping Holds Talks with Democratic Republic of the Congo President Félix Tshisekedi


5.26 Xi Jinping held talks with Democratic Republic of the Congo President Félix Tshisekedi at the Great Hall of the People in Beijing. The two heads of state announced that the strategic partnership of win-win cooperation between the two countries will be upgraded to a comprehensive strategic cooperative partnership. He pointed out that China and the DRC have “established a profound traditional friendship in the historical process of striving for national liberation and opposing colonial aggression,” and are strategic partners who “share a broad common language and walk side by side.” He noted that in recent years, both sides have achieved fruitful cooperation in various fields, and through increased trade and investment have “formed a close community of shared interests (利益共同体) and a community with a shared future (命运共同体).” He stated that China’s success with Chinese-style modernization has shown that developing countries “have the right and ability to explore modernization paths that suit their national conditions,” adding that China is ready to “synergize its development strategies with the DRC,” support each other, and promote cooperation and development. He pointed out that China is willing to continue to help the DRC with its socioeconomic development; support its industrialization strategy; strengthen cooperation in energy, mining, agriculture, infrastructure, and manufacturing; and deepen cooperation in areas such as digital economy, education, and health. He added that China is willing to send a group of agricultural technical experts to the DRC to help with these pursuits. He expressed hope that the DRC will provide policy support and service convenience for Chinese enterprises to invest in the DRC and create a “fair, just, and safe business environment.” Xi noted that China is willing to strengthen coordination and cooperation with the DRC in multilateral affairs, jointly practice “genuine multilateralism,” and “safeguard international fairness and justice.” He emphasized that China and Africa have “always been a community with a shared future (命运共同体),” and under the current international situation, China and Africa need to “strengthen solidarity and cooperation more than ever.” He called for both sides to “uphold the basic norms of international relations, oppose all forms of hegemonism and power politics, oppose interference in the internal affairs of other countries, and safeguard the common interests of developing countries.” He stated that China “firmly supports Africa in pursuing an independent development path; firmly supports Africa in becoming an important pole of world politics, economy, and civilization; will work with African countries to implement the Dakar Forum on China-Africa Cooperation; and will work together to build a China-Africa community with a shared future in the new era (新时代中非命运共同体). Following the meeting, the two sides signed a number of bilateral agreements on various fields including investment, green economy, and digital economy, and issued the “Joint Statement between the People's Republic of China and the Democratic Republic of the Congo on Establishing a Comprehensive Strategic Cooperative Partnership.” Politburo Member Wang Yi (王毅) also participated in the talks.


Ding Xuexiang Speaks at the Opening Ceremony of the 2023 Zhongguancun Forum


5.26 Politburo Standing Committee Member Ding Xuexiang (丁薛祥) attended the opening ceremony of the 2023 Zhongguancun Forum. He stated that in the ten years of the new era, China has placed “scientific and technological innovation” in a core position of the country’s overall development and made remarkable achievements related to scientific and technological development. He emphasized that China will accelerate the implementation of an “innovation-driven development strategy” and provide robust support for “high-quality economic and social development.” He stressed improving the scientific and technological innovation system, optimizing the allocation of “innovative resources,” and strengthening the “construction of basic scientific and technological capabilities.” He proceeded to emphasize deepening integration between industry and university research, increasing support for the strengthening of “enterprise innovation” (企业创新), improving the “transformation level” of scientific and technological achievements, and accelerating the construction of a “modern industrial system.” Next, he stressed the importance of deepening reforms of the scientific and technological system, diversifying scientific and technological investment, strengthening legal guarantees as they pertain to intellectual property rights, and stimulating the “vitality” of human talent, innovation, and entrepreneurship. He emphasized that China supports Beijing in continuing to be at the forefront of the country’s basic research and “technological breakthroughs” (技术攻关). He proceeded to state that China is willing to actively participate in “global innovation cooperation” and put forward three points. First, it is necessary to improve global innovation governance and give full play to the role of international organizations and multilateral mechanisms. He emphasized working together to create a “scientific and technological development environment” that is “fair, just, and non-discriminatory.” Second, it is important to promote international scientific and technological cooperation and strengthen exchanges and interactions between governments and scientific, industrial and technological circles. Furthermore, it is necessary to promote the smooth flow of human capital, technology, capital, and data. Third, it is necessary to strengthen research cooperation on global issues, support researchers from various countries in their efforts to carry out joint research and development, and jointly put out “research achievements” that advance “global sustainable development.”


 

Propaganda Work


Zhong Sheng: Hegemonic “Small Cliques” Destroy the International Order and Tramples on Fairness and Justice


5.23 People’s Daily published a Zhong Sheng (钟声) commentary criticizing the G7 and stating that it should reflect on itself instead of continuing to act recklessly. It stated that the joint statement released at the Hiroshima summit “hyped up” a series of China-related issues, wantonly smeared and attacked China, grossly interfered in China’s internal affairs, and blatantly challenged the “post-war international order.” It asserted that the G7 has become a “private weapon” for “US hegemony.” It criticized the G7 for “erroneous statements” about Taiwan and stated that the resolution of the Taiwan issue is for the Chinese people to decide themselves. It stressed that the “one-China principle” is the “stabilizing force” (定海神针) for peace and stability in the Taiwan Strait. It stated that the G7 talks extensively about respecting sovereignty and territorial integrity in regards to Ukraine but that on the Taiwan issue it only ever discusses “maintaining peace in the Taiwan Strait” and not opposing “Taiwan independence.” It stated that this would only lead to “Taiwan independence forces” self-immolating by “playing with fire.” Next, it emphasized that the US is continuously engaging in “salami slicing” (切香肠) over the Taiwan issue and that it is hollowing out the “one-China principle.” It said that the G7 is an accomplice to “using Taiwan to contain China” (以台制华) and that it has chosen to oppose the post-war international order. It proceeded to criticize the G7 for “parroting” and “playing the same old tune” (老调重弹) when it comes to issues such as the “East China Sea, South China Sea, Hong Kong, Xinjiang, and Tibet” and spreading “lies” made by the United States in recent years. It stated that the US is trying to turn its “anti-China and China containment plot” into the “consensus” of the G7 and emphasized that the international community “does not accept” the “Western rules” (西方规则) drawn up by the G7 nor the “small clique rules” that facilitate “America first” (美国第一). It proceeded to stress that the time when a few developed countries in the West “wantonly interfered” in the internal affairs of other countries is gone. Lastly, it emphasized that in the context of developing countries consolidating more “strategic autonomy” (战略自主), the G7’s insistence on cooperating with the US to engage in “hegemony and bullying” will only lead to further isolation among themselves.
